There are two methods of establishing irrigation systems. One is by the farmers owning the land erecting irrigation districts, bonding their land, and building the system which they themselves own and control. The other plan is more in the nature of private enterprise where a company purchases a large tract of land, secures irrigation rights and then proceeds to build the irrigation system, placing water on the land.
